information is available on the career of Chief Joe Russell
other than the fact that he served as Chief of Police on many
separate occasions.He
was named the first Chief of Police on June 12, 1916, when
the City of Clearwater was incorporated.He served until his resignation on November
15, 1924.During that
period, the population of Clearwater was between 2,000 and
2,400 residents.In 1924, he was succeeded by Chief Gideon Powledge.
On January 21, 1927, according to the minutes of the City
Commission meeting, Joe Russell was re-appointed Chief when
Gideon Powledge left to become the Chief of the Tallahassee
Police Department.

Commission minutes mention him as Chief on July 16, 1934, however,
specifics as to when he was re-appointed are not available.
He served again as Chief of Police in 1943, which was when
the photo displayed above was taken.
