DONALD J. HALL PROMOTED TO POLICE CAPTAIN
2 SERGEANTS, CORPORAL ALSO NAMED
Clearwater Police Lieutenant Donald J. Hall, a 19-year
veteran of the Clearwater Police Department, has been selected
for promotion to the rank of Police Captain, Chief Sid Klein announced
this morning. Additional department promotions and assignments
were also announced today.
Captain Hall's effective date-of-rank is November
1, when he assumes command of the Support Services Division, which
oversees the fiscal, records, computer operations and property
components of the Clearwater Police Department.
Captain Hall, 42, joined the Clearwater Police Department
in May 1984. He earned an Associate of Arts degree from Tallahassee
Community College and was graduated from the Florida State University
with a Bachelor of Arts degree in Criminology. He's a retired
commissioned officer (Lieutenant Commander) with the Department
of the Navy (Naval Reserves).
During his career with the Clearwater Police Department,
Captain Hall served as a Patrol Officer, an Economic Crimes and
Property Crimes Detective, a Patrol Sergeant and as a Detective
Sergeant (Economic Crimes Unit). While a Police Lieutenant, he
served as a Patrol District Commander and as the Support Services
Assistant Division Commander.
Captain Hall, a former member of the department's
internationally recognized Special Weapons and Tactics Team (SWAT),
is trained in career-related specialties ranging from Anti-Terrorism
and Chemical, Biological and Radiological defense to Law Enforcement
Management and Advanced Crime Scene Techniques.
Captain Hall will assume command of the Support
Services Division November 1.
Additional promotions and assignments were announced
today, as well:
Corporal Thomas J. Donnelly was promoted to the
rank of Police Sergeant, and will assume command of a Patrol Division
team of Officers.
Sergeant Donnelly, 38, a Clearwater Police Officer
since May 1990, is completing a Bachelor of Science degree (Criminal
Justice) at Florida Metropolitan University. During his career
he has served as a Patrol Officer, as a Community Policing specialist,
as a member of the Downtown Bicycle Patrol Team, and as a Police
Corporal.
Sergeant Donnelly, the president of Fraternal Order
of Police Lodge 10, is a highly decorated veteran Clearwater Police
Officer: he was presented the department's Combat Cross, Medal
of Distinguished Service, Medal of Meritorious Service (twice),
Medal of Excellence, the Chief's Unit Citation and – in 1994 –
the department's highest honor, the Joseph F. Cornelius Outstanding
Police Officer of the Year award.
Corporal Michael P. Kachurik was promoted to the
rank of Police Sergeant, and will assume command of a Patrol Division
team of Officers.
Sergeant Kachurik, 36, was graduated from the Pennsylvania
State University with a Bachelor of Science degree in Administration
of Justice, and joined the Clearwater Police Department in September
1990.
Sergeant Kachurik has served as a Patrol Officer
in all Patrol Division Districts, as a Field Training Officer,
is a member of the department's Emergency Response Team, and is
a member of the Downtown Bicycle Patrol Team.
Chief Klein also selected Officer John Pickart to
serve as a Patrol Division Corporal today; all promotions and
assignments are effective November 1, 2003.
