EXPLANATION OF CATEGORIES

1. Calls for Police Service - The total number of times a police officer or police service technician responded to or initiated an investigation or request for other police action. This category includes all dispatched calls for service and officer initiated calls for service. Examples of dispatched or officer initiated calls include: criminal investigations, accident investigations, miscellaneous investigations, field interrogations, supplemental investigations, back-ups, unfounded calls, "gone-on-arrival" calls, citizen assists, and calls handled via telephone reporting. It does not include adminstrative status events (e.g. meal breaks, fuel, meetings, etc.)

2. Avg. Calls for Service/Day - The average number of calls for police service handled per day during the period.

3. Offense Incident Reports - The number of original offense and incident reports written by officers and police service technicians.

4. Accident Reports - The number of traffic accident reports completed by officers.

5. Other Reports - The total number of other calls for police service (other than offense/incident reports and accident reports), dispatched or self-initiated, that were handled by officers and police service technicians, whether or not a written report was made. This category includes supplemental reports, back-ups, unfounded calls, "gone-on-arrival" calls, citizen assists, etc.

6. Reports Taken by Telephone - The total number of offense, incident, and other reports in categories 3 and 5 above that were taken by the Telephone Reporting Unit.

7. Alarm Responses - The number of mechanical alarms responded to by officers, including intrusion alarms, hold-up alarms, business and residential.

8. Canine Utilizations - The total number of times canine teams were called on for canine functions, i.e. building and area searches, tracking suspects, and narcotics searches.

9. Total Calls into Comm Ctr - The total number of incoming telephone calls received in the police Communications Center on both emergency and non-emergency lines.

10. Reported Domestic Violence - This is defined as the total number of police reports taken which qualify as domestic violence.

11. DUI Arrests - The total number of persons arrested for driving while under the influence.

12. Traffic Citations - The total number of Florida Uniform Traffic Citations issued for moving and non-moving violations, but not including parking citations.

13. Parking Citations - The total number of municipal parking citations issued, i.e. meter violations, fire lane violations, improper parking, etc. Effective March 2004, the responsibility for parking enforcement was transferred to the City's Parking System, therefore these statistics will no longer be captured by the Police Department.

14/15. Reported Part I, Part II Crimes - Part I crimes are defined by Uniform Crime Reports as Murder, manslaughter, rape, robbery, arson, aggravated assaults, aggravated stalkings, all burglaries, all thefts, and domestic violence cases. Part II crimes are defined by Uniform Crime Reports as kidnap/abductions, drug violations, white collar crimes (embezzlement, fraud, forgery, etc.), prostitution, criminal mischief, weapons, alcohol and noise violations, runaways, warrant and traffic arrests, child abuse, disorderly conduct, indecent exposure, and non-forcible sex offenses.

16/17. Clearance Rate - The percent of reported crimes which were closed by the arrest of the perpetrator or exceptionally cleared. An exceptional clearance is permitted when the suspect is identified but not prosecuted, i.e. death of the suspect, state attorney declines prosecution, victim refuses to cooperate, etc.

18. Street Value of Seized Drugs - The estimated dollar value of illegal narcotics seized.

19. Traffic Homicide Callouts – The number of times a Traffic Homicide Investigation team was called out to investigate a potentially fatal traffic crash inclusive of actual traffic fatalities in line 20.

20. Traffic Related Fatalities – This is the total number of traffic related fatalities occurring with the City of Clearwater.

21 - 23 Emergency Response Times - The average response time in minutes to an emergency call in each of the three patrol districts (D1, D2, D3). An "emergency call" is defined as a call requiring lights-and-siren response. Data collection in this category began March 2003.
